For over 25 years, I've helped public and non-profit organizations achieve their best performance as a results management consultant. I specialize in strengthening management and accountability practices and building systems that sustain high performance. I've helped communities develop strategic plans, guided leaders to transform the budget process into one that invests in outcomes, improved the responsiveness and efficiency of services and helped organizations use performance information to accelerate learning and build accountability for results.
A breadth of experience enables me to offer advice that is practical, responsive and strategic. My practice is grounded by nearly 20 years of experience working in government, much of it in Prince William County VA. The county was one of the fastest growing in the nation and faced tremendous fiscal and service delivery challenges. As the head of an internal management consulting unit, I helped develop a nationally recognized results management system. The community's satisfaction with value for tax dollar increased significantly as measured by rigorous survey research and the system continues to thrive. I began my consulting practice in 1998 to assist other organizations with their transformation and to date I have worked with over fifty governments and the leading associations serving them.
I enjoy training and have delivered well-received programs to thousands of practitioners through organizations including ICMA, ASPA, GFOA, The Innovation Groups, University of Vermont, and the University of Texas. I am active with ASPA as fellow of its Center for Accountability and Performance (CAP) and a past national council member and local chapter president. An early job planning human services spurred my interest in public administration and I received a Master's in Urban Management from Virginia Tech while working for a nearby local government. Periodically teaching as an adjunct faculty member for George Mason University keeps my knowledge base current and enriches my perspective.
