Kay has worked in the public policy arena for thirty years.  Her primary interest, derived from academic training in political science and social science methodology, is to bring a strong empirical focus to public policy initiatives.  The empirical focus takes many forms including:

 
  • defining and measuring results
  • evaluating goal achievement
  • developing monitoring systems to track progress
  • designing simulations to assess options

Kay has worked at the county, state and federal levels of government over the course of her career.  She has also served as a consultant to more than two dozen state governments within the U.S. and several internationally.  Kay has worked within a broad substantive arena including courts and criminal justice, public health, human services, public libraries, and public works.

Kay received a “Pioneer Award” from the National Association of State Sentencing Commissions for her innovative research and policy work in criminal sentencing guidelines.  She currently serves on the American Law Institutes’ Model Penal Code Revision Advisory Committee.
