Jennifer Billig

Jennifer Billig has worked with local, state and federal government organizations in public policy and consulting capacities for the past 13 years.  She enjoys the challenges of public sector transformation and brings a strategic perspective that helps organizations get both elected officials and staff focused on results.

Currently, Jennifer is working as part of the core team on the transformation of the New York City Department of Finance and on a change management initiative at the Defense Reutilization and Marketing Service. She has also worked for the City of Dallas on a Budgeting for Outcomes effort.

Jennifer’s expertise in strategy, change management, performance management, communications and business process redesign has been utilized to transform a diverse set of government organizations.  Her first love is municipal government, but she has also enjoyed working at the state and federal levels. Jennifer’s project experience includes, an assessment of the Federal Bureau of Investigation for the U.S. Department of Justice, which resulted in recommendations for improving the organizational structure, personnel, technology, and crisis communications functions;  a functional assessment for the Naval District of Washington Morale, Welfare and Recreation division to identify cost savings and improvements to organizational effectiveness and efficiency;  a performance management plan for the City of Flint, Michigan to help city managers better gauge the amount and quality of service delivery, workload, and opportunities for cost savings;  change management services to assist 15,000 employees of the Defense Finance and Accounting Service in adopting new desktop technology;  and  a review of the budget, program administration, technology, fee structure, staffing levels and organizational structure of the New Jersey Department of Health and Senior Services that resulted in short and long-term recommendations for process improvements and cost savings.

Jennifer served as an aide to a former Saint Paul, MN Mayor and City Council Member, and as the Director of Communications for the Minneapolis Neighborhood Revitalization Program. She also worked as a consultant in the public sector practices of Arthur Andersen and Unisys in Washington, DC. Jennifer was a founding board member of Civics, Inc. a program to build civic leadership abilities among young professionals in the Twin Cities. In her free time, she enjoys hiking, travel, writing and cooking. A May 2005 trip to Tibet and Nepal was Jennifer’s favorite journey so far.

Jennifer has a bachelor’s degree in journalism from the College of St. Catherine and a master’s degree in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University. In 1999, she was awarded a Bush Foundation Leadership Fellowship. She is certified in William Bridges Leading Organizational Transitions methodology.
