Connie Bawcum is a local government practitioner with over 25 years of experience. She has served in executive leadership positions in both inner cities and a rapidly growing suburban county.

Throughout her career, Ms. Bawcum has implemented high performance government principles including customer service and community empowerment, strategic planning, and performance management. Her direct management experience covers every aspect of municipal operations.

 

Ms. Bawcum is now engaged in public management consulting. She has worked with the Public Strategies Group on engagements in Fort Worth, Sacramento County, and Oakland. Other clients include the Virginia First Cities Coalition, City of Richmond, Stafford County, and National Academy of Public Administration.

From 1991 to 2001, Ms. Bawcum served as the Deputy City Manager for Richmond, Virginia. Richmond is a full-service city government with a population of 200,000, 4500 employees and an annual budget over $800 million. Her responsibilities included strategic policy initiatives, neighborhood revitalization, community-based public safety and supervising the City’s administrative functions. Her work in Richmond was recognized for excellence by the International City/County Management Association.

From 1980 to 1990, Ms. Bawcum worked for Prince William County Virginia, a rapidly growing suburb of Washington D.C. She served as Deputy County Executive for Development and Public Works, Finance Director and Budget Director during her tenure there. Prior experience includes positions with the City of Knoxville, Tennessee and the Knoxville-Knox County Metropolitan Planning Commission.

Ms. Bawcum is a founding member of the Virginia Institute of Government and former president of the Virginia Local Government Managers Association. She has both a masters and bachelors degree in public administration from the University of Tennessee. She has served on the boards for the Richmond Ambulance Authority, Local Initiatives Support Corporation and the Carpenter Center for the Performing Arts.
