Cindy Eisenhauer is an exceptionally courageous leader. She is exceptional because of what she doesn’t accept. Cindy doesn’t accept bureaucratic solutions to problems, lack of direction, confusion of purpose, or compartmentalized thinking. She doesn’t accept fear of change, intimidation by those invested in the status quo, or blame for introducing new methods to solve. Cindy does accept results over good intentions, risk taking over comfort, and rewards for those committed to empowering citizens. Most of all, Cindy accepts reinvention as a solution to many of the problems faced by today’s institutions.

Cindy Eisenhauer is being recognized by PSG as a Hero for her pioneering government architecture featuring new structures of accountability, flexibility, and finance. While serving as Director of Iowa’s Department of Management, Cindy introduced the state to a new resultsfocused method of budgeting, called “Purchasing Results.” She also pioneered the state’s first ever Reinvention Partnership, which gave birth to several innovations, including Iowa’s Charter Agencies, which received the prestigious Harvard Innovations in American Government Award.
Cindy has earned numerous national awards for innovation, technology, and excellence in public service including NASBO’s Gloria Timmer Award, The National Public Administrator of the Year from the National Employees Council, Ford Foundation's Innovation in Government Award, and Excellence in Public Service from the National Public Employees Roundtable. Whew!
