Washington State Arts Commission (WSAC)

In 2004, PSG helped WSAC to update their strategic plan, as well as to prepare the agency for the state-wide “Priorities of Government” (POG) budget process which requires agencies to compete for resources based upon their impact on a prioritized set of results. PSG had worked with then Governor Gary Locke to pioneer the POG process based on the “budgeting for outcomes” approach developed by PSG partners David Osborne and Peter Hutchinson, later chronicled in their book, “The Price of Government.” PSG helped WSAC clarify their strategic aim. For example, a key discovery in the strategic planning process was the importance of separating the results expected from the arts from the results expected from WSAC. PSG produced a graphic framework called “A View from One Balcony” that depicted the value chain from WSAC to the arts to the citizens of Washington State. PSG also helped WSAC make more focused choices about their priorities, rather than considering everything as equally important and granting their limited funds so that everyone got a little. This positioned WSAC to have a bigger impact within the arts community, as well as better positioning them for the POG budget process.
