At PSG, results are front and center. Below is a sampling of specific results from several of our recent client engagements.

State Government

State of Iowa

  • Created six innovative charter agencies committed to improving results and contributing revenue to the State in exchange for greater autonomy
  • Used the budgeting for outcomes process to close an approximate $350 million budget gap
  • Saved Iowans more than $3 million a year by consolidating the Departments of Personnel, General Services and Information Technology into a Department of Administrative Services
  • Transformed government to save Iowans $71 million for FY2002 and an additional $106 million in FY2003

State of Washington

  • Closed a $2 billion budget gap by utilizing Budgeting for Outcomes
  • Assisted in the development of ten key outcomes and indicators of success that set the priorities for state budgeting

Illinois Department of Children and Family Services

  • Increased permanency rate of adoption for foster children from 6.7 percent to nearly 20 percent by changing through Performance-Based Contracting
  • DCFS received the prestigious Harvard Innovations in American Government award for Performance Based Contracting

Local and County Government

Columbus, Ohio

  • Established the “Columbus Covenant” with input from citizens affirming the city’s mission, principles of progress and goals to citizens
  • Developed criteria for evaluating government responsiveness, efficiency and effectiveness to assist citizens in holding city leaders accountable for success
  • Instituted performance measurement into the budgeting request process to measure the results that were important to citizens

Multnomah County (Portland, Oregon)

  • Made the budgeting process transparent to citizens through comprehensive expenditure website
  • Utilized Budgeting for Outcomes to align the county budget to the six key priorities for county government that were established with citizen input

Education

University of Minnesota – Crookston

  • Implemented an innovative program that ensured all students would have a laptop computer
  • Developed a performance-based budget that articulates measurable outcome indicators for the university and makes the budget transparent to students and faculty
  • Increased the number of students by 22 percent, which allowed the university to cut tuition by nearly 12 percent

Minneapolis Public Schools

  • Achieved a five percent increase for eighth graders on the state’s reading test including a 13 percent increase for African American students and a 29 percent increase for those ninth graders taking the test for the second time
  • Initiated a new approach to assessment that aligns testing to curriculum standards and gives students, families and teachers the information they need to improve
  • Received a “best ever” financial rating by the district’s outside auditor
  • Led the conversion to a system of community and magnet schools with extensive choice for families

Federal Government

Federal Student Aid

  • Scored the biggest improvement ever in the GallupQ12 Survey by increasing employee satisfaction from 38th amongst federal agencies to the top five in first year of partnership with PSG
  • Student loan default rates experienced record lows and collections reached record highs to achieve a positive balance sheet during a recession

International

Egypt:  Alexandria General Organization for Sanitary Drainage (AGOSD)

  • Eliminated wastewater in the streets of Alexandria that saved lives and dramatically improved the water quality and clarity of the Mediterranean Sea
  • Established AGOSD as an independent economic authority with the ability to purchase services more efficiently and collect the revenues needed to improve water quality for citizens
  • Developed a long term strategic plan for organizational sustainability that included:  mission, vision of the future, values, critical issues and broad-based strategies
