POLAND: Evaluating the Democratic Governance and Local Administration Project in Poland

Summary of Engagement

The Public Strategies Group performed the year one monitoring and evaluation of the USAID funded Democratic Governance and Local Administration (DGLA) Project in Warsaw, Poland. DGLA was established as a performance contract which was to produce increased competence in Polish local governance. The purpose of PSG's involvement was to determine the direction and nature of changes and to interpret those results as they contribute to the Life of Activity Contribution to Target, the USAID target itself, and ultimately the USAID Intermediate Result. PSG interviewed key staff, Polish government officials, and USAID staff to develop qualitative data. PSG then led a Polish resident team in measurement and data collection. Finally , not only was the second year summary report produced with recommendations for new measurement, but an analysis of the use of a performance contract was completed.

  • DAI project manager received information necessary to make program changes and to redesign performance indicators

Type of service

Jeff Zlonis went to Warsaw for three weeks to work on site. He designed the second year evaluation strategy, collected interview data, lead a small team of Polish professionals in measurement and data collection, and analyzed the results in presentation to the project manager.
