Summary of Engagement

A Pasadena, California non-profit organization, Community Vision Unlimited was interested in "attracting" the City government to a focused contribution to the "Healthy Cities" concept. Work had been done, community-wide to develop a set of dimensions that would describe a "healthy City of Pasadena." Each of the dimensions included a set of performance indicators and "targets." Community Vision put up approximately $150,000 to hire consultants to assist the City in developing a performance budget whose outcome indicators were linked to the outcomes desired of a healthy community. The City committed to spend and additional $150,000 over three years to support the project.

In Phase I we undertook a highly abreviated form of "action planning" in order to cement the relationship. This was two days of interviews on site and several interviews over the phone that would inform a more specific proposal for a second phase in which the City's performance measurements would be developed, incorporated into the budget process, and linked tothe healthy cities indicators.

In Phase II we worked with each City department on performance measurement. Key departmental staff were involved in a half-day training on results-based performance measures. We reviewed all the measures, worked with the City Manager during the budget process to make sure the measures were focused on the right things. Finally, we reviewed the connection between the Departmental measures and the "Healthy Cities" performance indicators.

In Phase III, one year later, we delivered a refresher course in results-based performance measurement, as well as intensively trained aand coached a cadre of budget analysts to become in-house resources/consultants in performance measurement.

Results Achieved

  • Results-based performance measurement training for approximately 200 City staff.
  • Performance measures for each City department.
  • A high-level performance budget accepted by the City Council.
  • A document the summarized the links and disconnects between the City's performance measures and the results described in the Healthy Cities document.
