New York Office of Medicaid Management (OMM)

PSG was asked to assist OMM in responding to the challenges of merging two groups of staff with their own cultures into a single office; designing an organization that can anticipate and take advantage of changes in the health care environment; setting a clear, bold direction and gaining support for it; and re-orienting its focus from managing access and cost containment to achieving improved health outcomes with the resources available.

PSG’s work with OMM progressed over 15 months and through three phases. In Phase I, PSG worked with a Strategy Team to develop a “Core Strategy for ReCreating OMM.” Phase II involved planning and conducting a series of retreats to give all of OMM’s 1,000 employees the opportunity to learn about the ReCreation Strategy, ask questions, and begin the transition process. These retreats took place at 4 locations around the state. In Phase III, PSG assisted each of OMM’s 6 new operating units create its own operating strategy.

In addition to assisting in these three phases, PSG provided assistance in designing processes for selecting and developing leaders, worked with OMM’s Leadership Team to develop its capability, and helped the Leadership Team prepare for the departure of the Director.
