Summary of Engagement
PSG was hired to assist OASAS define the role and strategy for its field offices. This followed the design of an initial financial strategy that PSG also led. When the design effort was completed, PSG was hired to support the OASAS teams charged with implementing the redesign.
PSG’s design work employed a design team (9 people – 6 from field offices, 3 from central) and a guidance team (the agency Deputy Commissioner and the 3 most senior leaders of program operations of which field offices are a part.) The guidance team “chartered” the design team and met with them 5 times during the process to review progress and set expectations for each phase.
The design team was selected to represent the tensions between central office and field, upstate and down state, and the two organizations that were merged several years ago to form OASAS.
PSG’s implementation assistance involved six teams filling in the details of the strategy and thinking through the process of its being implemented throughout the Field Offices. Each team included a mix of Field and Central Office staff. At least one member of the original redesign team was on each implementation team. The six teams were to think through how to implement:
· The Systems integrator role
· The Resource manager role
· Communications deal making
· Performance measurement
· Staff assessment and development
· Staff workload allocation
