department’s leadership to articulate five results that the transportation system would be accountable for statewide and developed nine strategies for the department to pursue to achieve these results. Being accountable for statewide transportation results – mobility & reliability, safety, economic sustainability, environmental improvement, and security – shifted the department’s sole focus from highways and bridges to be inclusive of all modes of transportation. This necessitated creating strategies to both integrate transportation policy, planning and finance across the state’s multiple transportation authorities and providers as well as employing strategies to improve the Department’s highway and bridge operations.
Results Achieved
PSG engaged more than 400 employees and department stakeholders to align the Department’s work with the nine strategies. Integrating efforts across transportation providers and modes resulted in the creation of a transportation “federation” among the three largest, independent transportation authorities Upstate (NYSDOT, NYS Thruway Authority & NYS Bridge Authority); dashboards to measure transportation’s performance against the five results; a framework for allocating statewide transportation resources; and citizen panel recommendations for transportation policy for 2025. Support for improving department operations included process reengineering of project development, contracting and permitting practices; the creation of a performance management framework; development of strategies for information technology, and asset management; a plan to divest unnecessary functions; and options for organizational restructuring.
