PSG was engaged with the NYS Division of Housing and Community Development to develop a direction and key strategies in response to a report from the Inspector General, which identified a range of management deficiencies in specific affordable housing programs that had been legislatively created in the '70's. PSG helped DHCR craft a new vision and worked with a group of key leaders to articulate seven strategies necessary for the agency to achieve this vision. The change strategies (Affordable Housing, Performance Management, Winning Compliance, Staff Development, Customer, Decentralization, & Communication) were built from a strategic organizational assessment, borne of employee and stakeholder focus groups and an organization-wide online survey, and a change readiness assessment, informed by interviews of executive staff and employee data.
