| Summary of Engagement
The Public Strategies Group delivered a series of workshops about performance based budgeting to stimulate the development of the Estonian local budget process. The one day workshop was delivered in four cities across Estonia - Narva, Viljandi, Parnu, and Tartu. PSG worked as a subcontractor to Development Alternatives Incorporated on an USAID funded initiative for Eastern Europe.
Results Achieved
Beyond the delivery of the workshops and active participation by local government officials, there were requests for follow-up workshops and implementation of performance budgeting in several cities. The education department which makes up over half the local budget in Narva requested follow-up meetings and started transitioning to performance based budgets. The chief operating officers in several of these cities have called for implementation of this budgeting approach with the help of long-term technical assistance staff.
Specific activities
Performance measurement and budgeting workshops were designed and presented by Anne Kinney (former Director of Administration for the city of Milwaukee) and .Jeff Zlonis of PSG.
