The Defense Reutilization and Marketing Service (DRMS) division of the U.S. Defense Logistics Agency is responsible for the disposal of excess and surplus military property generated by American armed forces around the world. DRMS-much like the rest of DoD support activities-is under pressure to significantly improve the cost-effectiveness and customer service of its operations. The Public Strategies Group has been working with DRMS executives since 1995 to design and implement a series of change initiatives to transform DRMS into a results-driven, customer-focused agency.
Results Achieved
DRMS has substantially reduced its infrastructure and yet continues to meet the ever-changing demands of its disposal customers around the world. It has implemented pioneering partnership relationships with the private sector that have resulted in increased sales of surplus military property. It has also recently completed a reorganization that for the first time assigns customer relationship representatives to particular customer segments.
Specific Activities
Coaching of DRMS Executives: PSG provides ongoing guidance on change management issues to the agency's top leadership.
Strategy Design: PSG periodically convenes and facilitates design labs at which PSG consultants and DRMS executives strategize on key, pressing issues facing the agency.
Performance Management: PSG has worked with the agency's Corporate Planning office to design andregularly enhance the DRMS performance measurement system.
