The City of Denver

This project represented the first time that the basic principles of Budgeting for Outcomes were applied to capital rather than operating dollars. The City of Denver had more capital requests than resources. Following the use of focus groups to help establish the results citizens valued most, teams were created from staff throughout the City to develop overall measures and strategies for delivering those results. Each proposed capital project was assigned to one of the results. The teams assessed the entire list of projects assigned to them and ranked the projects according to their contribution to achieving the result. The ranked list of projects became an important piece of input to the Mayor's Task Force as it crafted the final proposal that went to the voters on Nov. 6, 2007

In addition, PSG developed an overall strategy to guide the City in integrating its operating and capital budgets. Most governments have kept them separate leading to capital projects that cannot be operated or maintained. Denver recognized that both operating budgets and their capital counterparts must be used to achieve results that citizens value in the most cost effective way. PSG’s integration strategy provided the road map for making that happen
